Rail-to-Airport Parking Procedure
for Official University Travel
Effective January 12, 2026
I. Purpose/Objective: To provide a convenient, efficient, and cost-effective parking option for Leeward Community College (Leeward) employees and students traveling wholly on official university business from Honolulu’s Daniel K. Inouye International Airport (HNL) by allowing a Leeward employee and students to park a personal vehicle on campus to utilize the new rail service for airport transit. This aims to reduce reliance on personal vehicle airport parking/drop-offs, minimize travel reimbursement costs (e.g., mileage, airport parking), and promote the use of public transit.
II. Scope: This plan applies to all Leeward employees and students wholly traveling on official university business who choose to use personal vehicles for transport to campus and then the rail to HNL.
III. Key Stakeholders:

Parking Management/Security: For lot designation, enforcement, and possible security concerns

Business Office: For reimbursement of travel expenses and final approval.

Department/Unit Heads: For approval processes and communication to their teams.

Employees: As the end-users.
IV. Plan Components:
A. Designated Parking Area:
Approved employees must contact Campus Public Safety on the day of departure for a special permit in Lot 3 or other designated area.

Prerequisites:

Leeward employees or students must have already fully completed a UH eTravel or DISB-4 University of Hawai’i Travel request document.

The eTravel or DISB-4 University of Hawai’i Travel request document must already be fully approved.

The entire duration of travel must be for official University business. Combining any personal leave is not allowed.

Parking Request: Leeward employees and students must complete an application for special parking permission at least five (5) working days prior to travel via Kuali Build form.

Information Required: Employee/student name, department, travel dates/times (arrival at campus, departure from HNL, return to HNL, return to campus), flight details, vehicle make/model/license plate. Additional information may also be required when completing the Kuali Build form.

Confirmation: If approved via Kuali Build, you will receive an automated email notification. Approved employees/student must see a Campus Public Safety officer and present a valid Leeward employee/student identification card on the day of departure to obtain a special pass that will be required to be displayed inside the vehicle while parked on campus.

C. Rules and Procedures:

Eligibility: Employees and students of Leeward Community College only.

Duration Limits: Up to a maximum of seven (7) consecutive calendar days per authorized eTravel trip.

Mandatory Departure Station: All employees and students must depart via rail service from Hālaulani, Leeward Community College rail station. For additional information such as train schedule and luggage allowance please visit https://www.honolulu.gov/dts/

Mandatory Return Station: All employees and students must return via rail service to Hālaulani, Leeward Community College rail station.

Waiver of Liability: Approved Leeward employees and students who voluntarily elect to participate with this special parking program on campus are subject to compliance with Hawaii Administrative Rules 20-12-7(f) – To the extent permitted by law, the university shall not be responsible or liable for fire, theft, or damages to vehicles or any contents therein when parked or operated on any campus.

Violations: All vehicles parked on campus are subject to the campus parking rules, regulations, and procedures at all times.

Trip Interruption & Delays: All employees and students experiencing an unplanned trip interruption or delay must immediately notify Campus Public Safety. Please provide them with an updated estimated return time for your expected day of return.

Campus Curfew Hours: All employees are still subject to campus curfew hours. Vehicle drop-off and vehicle retrieval are not permitted during campus curfew hours.
